The submission tool requires the Java runtime environment; if you have Java already installed, it will ask your permission to run the applet (because the HCC EDL signature has not been verified by a trusted 3rd party). Click 'Run' to start the submission process. If you do not have Java installed, then you'll see nothing and will have to download a Java plugin for your browser and install it to use the submission tool.
